Board approves project fees

The village board approved engineering fees for work on the north end of Grove Street totaling more than $47,000 Monday night.

The fees cover engineering and design, surveying and soil boring and geotechnical work.

The Grove Street work, from Main Street to the dead end, was originally part of a larger project to give some much-needed attention to Irish Hill.

According DPW Superintendent Brian Clancy, Lamont Engineering recommended it be handled as a separate project due to the complexity of the design work.

Clancy said there are concerns about the need for a retaining wall to hold back the steep slope. Currently there is no retaining wall, and the shale on the slope is flaking off.

The total price for the work on the 300- to 400-foot section of street is estimated to be $250,000.

The remainder of the Irish Hill street project is in the final design stage, Clancy said.

A larger village streets reconstruction project in the works for 2009 is estimated by engineers from Lamont to cost $5 million. The work would take 16 months and extend into 2010.

No decision has been made yet as to how the project will be paid for.

Clancy has proposed having the village’s department heads act as on-site inspectors for the capital project to save much of the $195,000 Lamont is expected to charge for the service.

Clancy said he believes village personnel can do the work for $40,000. Employees who oversee the work would be paid a stipend in addition to their regular pay.

In other business, the board:

- approved a six-month extension for the current moratorium on complete building demolition in the village while the planning board reviews the zoning law dealing with demolitions;

- awarded the tree removal bid in the amount of $15,165 to Tallman Enterprises; - listened to a report about a tree survey planned for next August or September to be conducted by Cornell students.

The survey, expected to take two to three days at a cost of $1,000 per day, will be used as the basis for a master plan for the village’s trees while providing the current state of the trees and management recommendations;

- approved a quote of $4,981.51 from Towne Flooring and Kitchens to supply and install flooring in the village court and police department offices;

- heard a report from the watershed committee indicating 250, or 70 percent, of the septic systems around the lake have been inspected. Of the properties tested, 142 failed.

Half of those properties have installed replacement systems, and another 22 have systems approved and waiting for installation;

- crossed paths with the Notre Dame students’ recommendations again when it was reported by sewer board representative Paul Kuhn that there is renewed interest in the possibility of using an artificial wetlands for wastewater treatment.

- approved permits for the annual Winter Carnival Feb. 8 through Feb. 10 and the Otsego Lake Festival in Lakefront Park on July 12.

- withdrew a proposed law regulating the use of the Chestnut Street parking lot to afford the police committee more time for review to determine what to do for bus and camper parking, hours of operation and to make sure the regulations are not too restrictive
