All pets must be leashed or in a crate or sack. Proof of prior vaccination is required for a three-year certificate. For information, call the Department of Health, 547-4230. Free rabies vaccines at SPCA A free rabies vaccination clinic for all dogs, cats and ferrets will be held on Wednesday, Jan. 30 from 4 to 6 p.m. at the Cooperstown SPCA, according to an Otsego County Department of Health press release. A previous rabies vaccination certificate must be presented to receive a three-year booster. For more information, call the Department of Health at 547-4230. Office hours are from Monday through Friday, from 9 a.m. to 5 p.m.
