Easements sought for Dreams Park’s light

HARTWICK _ The town of Hartwick will conduct a public hearing later this month as part of an eminent domain proceeding that would allow the Cooperstown Dreams Park to move forward on the installation of a traffic signal at its state Route 28 entrance.
The Dreams Park needs easements to place poles and a drainage ditch on three pieces of property across the from the park and one piece adjacent to the south side of the park’s main entrance, according to attorney John Lambert, who is representing the town of Hartwick.
The properties are owned by Paul Ingalls, Dennis Brockman, Richard DiMaggio and Howard Reiss. The property owners and the Dreams Park have been unable to come to an agreement about compensation for the easements.
Lambert said the four parcels will have to be appraised and a market value placed on the easements which will have to be paid by the Dreams Park.
The Dreams Park agreed to pay for the installation of a traffic signal and left-hand turn lane at its entrance as one of the conditions of its last site plan review. The installation of the light and turn lane is more than a year behind schedule and the New York State Department of Transportation is anxious to see the project completed.
Spokesperson Lorraine Arrow said Tuesday the town, rather than the state agency, is conducting the eminent domain proceeding because it is the lead agency for the project. She said plans for the light and turn lane have been approved and obtaining the easements is the final step before construction may begin.
The public hearing will be held at 7:30 p.m. on Monday, Oct. 29, in the town hall. A special meeting of the town board has been set for 8:00 p.m. that night.
