The village police committee has agreed on a paid-parking plan that will be presented to the board of trustees during its meeting Monday night.
Last month the board scheduled a public hearing on a local law to authorize paid parking in the village, but the law was insufficient. The law is being withdrawn and the hearing cancelled.
In its place will be a new local law and a resolution to establish guidelines for paid parking developed by trustee and parking committee member Lynne Mebust.
``This really simplifies the whole thing. It accomplishes what we want,’’ said police committee chairman Paul Kuhn.
``We’re doing it to get the law in place to begin to collect fees,’’ Mebust said. ``We don’t want to wait another year. I want to start generating revenue from the visitors.’’
The plan involves a permit which will be available to residents and non-residents and will allow them to park in paid parking areas at no charge.
The permits will be available from the village clerk at designated times of the year and are valid only for the specific vehicle for which it was issued.
Mebust said she wanted a low permit fee because it does away with many of the financial arguments trustees have heard about paid parking.
``A nominal fee will do away with so many issues,’’ she said.
Her suggestion was $10, but trustee Eric Hage, who attended the committee meeting, said he thinks the permit fee should be higher to encourage people to use other options.
``I feel very strongly it should be a nominal fee,’’ Mebust said.
Kuhn agreed with Mebust and the committee decided to recommend her original fee proposal to the trustees.
Mebust said the board could schedule a public hearing on the local law during its meeting Monday night. In addition to the hearing, she suggested setting up some public informational meetings to explain the plan to residents.
Paid parking will be on the north side of Main Street from Pine Blvd. to River Street; the south side of Main Street from the west end of the business district beginning with diagonally parking east of the county parking lot to River Street; and the east and west sides of Pioneer Street between Otsego Lake and Church Street.
Paid parking will also apply to Doubleday Field parking lot; the Lake Street lot and the village owned lot adjacent to the west side of Doubleday parking lot behind the Chamber of Commerce building.
The local law also allows for the issuance of parking permits and authorizes the purchase of parking meters and pay-and-display machines.
The mechanics of how paid parking will work is included in the proposed resolution and calls for:
a fee of 50 cents per minute increment in spaces with a two hour limit,
spaces reserved for 15 minute or handicap parking are exempt,
the fee for Doubleday Field parking lot will be $1.00 per hour,
on-street parking fees are in effect at all times two-hour parking is in effect,
Doubleday Field parking lot fee is in effect from 8 a.m. to 8 p.m. from May 1 through Nov. 1.
Permit parking would exempt permit holders from parking fees in paid parking areas and may be purchased for $10 annually. They will be available from the village clerk between Jan. 2 and Feb. 15.
Both residents and non-residents may purchase permits. Permits are valid only for the specific village for which they are issued. The purchase of parking permit does not guarantee a parking space. Permits would be valid in the paid parking areas, but does not exempt the holder from two-hour parking restrictions.
The proposed local law and resolution establishing guidelines is subject to change and the final approval by the full board of trustees.
