Plan board accepts FEIS

The village planning board, pared down to three members by resignations and recusals, passed a resolution to accept the final environmental impact statement for Bassett Hospital’s parking plan during a short special meeting last Thursday afternoon.
The hospital’s proposal would create additional parking lots at Harrison House and Bassett Hall.
The environmental impact statement was the result of a positive declaration made by the planning board following its review of the proposal which the board said may have a significant adverse environmental impact.
The final environmental impact statement contains the questions and comments received from the public in response to the hospital’s draft environmental impact statement.
Planning board chairwoman Teresa Drerup said during the meeting the board now has three choices. It may approve the parking plan; approve it with conditions or reject the plan altogether.
Before the board can make its decision, the village must publish the resolution and notify any other interested agencies, including the Department of Environmental Conservation, Army Corps of Engineers and the village Zoning Board of Appeals.
The decision must be made no sooner than 10 days after the resolution was passed and no later than 30 days, Drerup said.
The board also passed a resolution recommending to the village board of trustees that it establish a standard for outpatient parking. Currently the village zoning law does not include a standard to use to calculate the number of spaces that would be required for outpatient parking.
``I think it is a necessary element,’’ said planning board member Charles Hill. ``I think it would help Bassett if it had some numbers to go by.’’
It is expected a decision will be made during the planning board’s regular meeting June 26.
