Planners offer seminars for local officials
The County Planning Department will host a series of presentations for local government officials on various topics .
Two sessions are plannd for Tuesday, May 22.
Session 1 _ Rental Housing _ 5:30 to 7 p.m. Tools to address rental housing, use of property maintenance laws and inspections. Enforcement of the Uniform Fire Safety and Building Code. Zoning for student housing, including definitions of "family." Licensing of landlords, and other strategies for making good neighbors.
Session 2 _ Property Maintenance and Enforcement of Local Laws _ 7:15 to 9 p.m. Various types of regulations which address the upkeep of private property, including yard maintenance laws, litter laws, and local junk laws. Enforcement of such laws. Municipal rules include junk car laws, site plan review, subdivision regulations, and zoning. Role of the enforcement officer in enforcing these regulations, from receiving complaints to sentencing or fining of violators. Relationship of the enforcement official to the zoning board of appeals. Enforcement actions, including responding to complaints, inspections of private property, and interaction with violators. Effect of a zoning appeal on the enforcement action and judicial enforcement of violations.
Both sessions will be presented by staff land use training specialist and attorney from NYS Department of State.

Stormwater Management Regulations _ 7 to 9 p.m. Basics of erosion and sediment control and stormwater issues. Basics of state and federal regulations and site plan review. To include practical hands-on activities to provide participants with understanding of site plan review issues. Presented by Jo-Anne Faulkner, Water Quality Specialist, Oneida Co. Soil & Water Conservation District.

Planning Boards and Zoning Boards of Appeals _ 7 to 9 p.m.
Planning Boards _ Powers and duties of town, village and city planning boards including both administrative and regulatory roles of the planning board. Including comprehensive planning, site plan review, special use permits, subdivision review.
Action of the board in making recommendations to the zoning board of appeals. Board procedures, referral to the county planning agency, and making findings.
Zoning Boards of Appeals _ Powers and duties of zoning board of appeals and its interrelationships with enforcement officials, the municipal planning board, and county planning agencies.
Issuance of use and area variances and the handling of zoning interpretations. Board procedures and the importance of making good findings. Presented by Erik Miller, Land Use Specialist with Otsego County Conservation Association.
To attend any session, call Joy Bailey at the Planning Department to register so that we may have sufficient room and materials and refreshments for attendees.
There is no charge to attend.
The public is also welcome to attend. Attendance by local officials may meet your local government’s requirement for land use training.
