Springfield budget hearing set for Monday

SPRINGFIELD _ A public hearing on the tentative town budget for 2007 will be held in the Springfield community center at 7 p.m. prior to Monday night’s town board meeting.

The proposed spending plan calls for expenditures of $915,870 and a tax levy of $505,500, said town supervisor Tom Armstrong. That represents a 7.3 percent increase over the 2006 tax levy of $470,800.

Armstrong said he actually cut overall expenditures in the general fund, but higher gas prices and a desire to put $40,000 in reserve towards the purchase of a new truck led to an increase in the highway department’s budget. He said the current truck used by the town’s highway superintendent has "way over 100,000 miles on it."

The cost of ambulance service is also going up, increasing from $4,800 to $6,400. Services are provided by both the Cooperstown and Cherry Valley fire departments.

The town supervisor’s salary will increase $700 to $7,500. He will also receive $1,800 to serve as dog control officer and $1,500 to serve as director of finance. The finance director position was not budgeted for anything last year and the dog control officer’s salary was increased by $900.

The town clerk’s salary will increase by $500, to $8,000.

The town highway superintendent’s salary will increase $1,000 to $35,000.

The four town councilmen will not receive increases and their salaries will remain at $1,200 each.

Armstrong said the budgeted amounts could be changed after the public hearing before the town board approves the final budget.

"The public has a right to comment on it," he said. "Anything can be changed."

In other business:

the comprehensive planning committee met for the second time Monday night, Armstrong said. He said Bob Weaver was elected chairman.

Armstrong said members of the committee are compiling information about different sections of the town in preparation for development of a survey that will eventually be sent to all residents.

The next meeting of the committee is Monday Nov. 27 at 7 p.m. in the community center.

the town barn has gone through site plan review and work on it can now be completed. Armstrong said the barn went through SPR at the Nov. 2 planning board meeting. He did not know if the town board would discuss or take any action on it at Monday’s meeting.
